Premiers signes d\u2019ouverture \u00e0 la concurrence"},"content":{"rendered":"<p>La Commission des transports de l\u2019Union europ\u00e9enne l\u2019avait annonc\u00e9. La concurrence des trains va petit \u00e0 petit s\u2019installer. En France, le premier signe concret de concurrence pour le trafic domestique vient de se manifester dans la r\u00e9gion PACA (Provence-Alpes-C\u00f4te d\u2019Azur). Les passagers qui avaient l\u2019habitude de prendre le TER vont d\u00e9sormais pouvoir choisir entre la SNCF et Thello sur la C\u00f4te d&#8217;Azur \u00e0 partir du 1er f\u00e9vrier 2018. Toutefois, l\u2019administration r\u00e9gionale a d\u00fb obtenir l\u2019autorisation de la SNCF pour mettre en place ce nouveau dispositif. La SNCF d\u00e9tient le monopole en mati\u00e8re de concession ferroviaire, mais l\u2019accroissement de la demande ferroviaire dans la r\u00e9gion a ainsi fait pencher la balance en faveur de Thello pour les droits de trafic pour la ligne Marseille-Nice-Monaco-G\u00eanes-Milan qui d\u00e9butera mi-d\u00e9cembre. Inqui\u00e8te pour ses TER, la R\u00e9gion PACA s&#8217;oppose \u00e0 la commercialisation des trajets entre villes fran\u00e7aises. Thello est une filiale du groupe italien Trenitalia (67%) et du Fran\u00e7ais Transdev (33%). Bien qu\u2019en principe le march\u00e9 \u00e0 la concurrence soit ferm\u00e9 en France, le cabotage est permis depuis la lib\u00e9ralisation des lignes internationales de 2009.
